The 2003 edition of the 'National Toy Safety Technical Code' has made progress in three aspects

Experts from the China Consumers Association said that children are the main consumer group of toys, and my country attaches great importance to toy quality and safety standards. Up to now, my country has 31 national toy standards. The 2003 version of the 'National Toy Safety Technical Specification' is the most basic and most important national standard for toys, which stipulates mandatory technical requirements such as mechanical and physical properties, combustion properties, migratable chemical elements, labels and instructions that toy products must follow. Other national standards regulate the safety, performance and testing methods of related products such as baby carriages, cribs, cradles, baby pacifiers, plush and cloth toys. According to reports, the revision of the 2003 version of the standard has made new progress in many aspects. First, the new standards provide more comprehensive and strict protection for children. The new version of the 'Toy Safety' series of national standards takes safety as the core goal and expands the scope of application of the standards. The standards are not only applicable to toys and materials designed or intended for use by children under 14 years of age, but also not specifically designed for play, but A product with play function for children under 14 years of age. The new standard also tightens the requirements for safety indicators such as sound, mechanical parts, and combustion performance. For plasticizers of public concern, the new standard also lists six plasticizers such as dibutyl phthalate (DBP) as restricted substances, and the limit requirements are the same as those of the European Union. Second, the revision of the standard reflects the principle of international integration and extensive participation. Based on my country's national conditions, the new standard refers to the ISO8124 'Toy Safety' international standard, and draws on the relevant EU directives and standards. The main technical indicators are consistent with the international standards. During the revision process, opinions of relevant parties were extensively listened to to ensure that the procedures were fair, just, scientific and reasonable. Third, standard revision is a useful exploration of mandatory standard reform. In accordance with the State Council’s deployment of strengthening the construction of the technical standard system, the National Standards Committee has implemented the requirements of organizing the revision of a batch of urgently needed mandatory standards, and revised the 'Toy Safety' into a series of standards for the purpose of ensuring safety and health. The first part is the basic The specification requires that all products with play functions for children under 14 should meet the requirements of this standard and eliminate safety 'dead corners'; Part 2~4 are general safety requirements, based on Part 1, for toy machinery With physical properties, flammable properties, migration of specific elements and other hazards, more specific safety requirements and detection methods are proposed, and technical indicators are more 'close to the body' applicable.
