Turkey strengthens chemical safety in certain toys

The effective date differs depending on the chemical substance. The first effective date is April 4, 2017.   In October 2016, we [1] have notified you that Turkey has announced its 'Turkish Toy Safety Law' to meet the safety requirements of modern toy zones. This landmark legislation is essentially taken from the 2009/48/EC Act [2], which is the European Union Toy Safety Directive (TSD).   On April 1, 2017, Turkey followed Regulation No. 2017/30025[3] and announced the amendments to its 'Toy Safety Law' in its official gazette (Resmi Gazete). Compared with other revisions, this revision covers several important changes.   allows the use of nickel, which is a category 2 carcinogen, and is usually used in stainless steel toys or toy parts, and toy parts through which electricity flows. This revision is currently consistent with Appendix A of TSD Annex II.   Assuming compliance with the 'Toy Safety LawThe corresponding Turkish standard list was issued under Decree No. 30025 of April 1, 2017[4] (Decree No. 2017/30025), and became effective on April 4, 2017.  -Toys for children under 36 months or any other toys that can be put in the mouth restrict the use of 9 chemical substances (items 1-9 in Table 1). This modification is now consistent with Appendix C of TSD Annex II.   The technical requirements for these 9 chemical substances (Table 1) are essentially the same as those in Appendix C of TSD Annex II. – TCEP, TCPP and TDCP: Directive 2014/79/EU; BPA [5]: Directive 2014/81/EU – Formamide: (EU) Directive 2015/2115; BIT: Directive 2015/2116; CMI: MI (3:1), CMI and MI [6]: Directive 2015/2117. The following are the three effective dates of these 9 chemical substances:    – TCEP, TCPP, TDCP and BPA: April 4, 2017 Formamide and BIT: May 24, 2017 – CMI:MI (3:1), CMI ) And MI: The highlights of the amendments to Appendix C of Annex 2 of the Turkish Toy Safety Law by Decree No. 2017/30025 of November 24, 2017 are summarized in Table 1.
