Forgery or alteration of manufacturer identification codes and corresponding product barcodes; fraudulent use of other people's manufacturer identification codes and corresponding product barcodes will be fined 3,000 yuan up to 30,000 yuan. If the barcode of a commodity cannot be read due to unqualified quality, the distributor can make a barcode label with the same code as the barcode of the commodity to replace and cover the barcode of the commodity that cannot be read to ensure scanning use, but it shall not be replaced by the barcode in the store. Read the barcode of the product. If the in-store barcode replaces or covers the unreadable product barcode, a fine of 1,000 yuan up to 10,000 yuan will be imposed. According to relevant personnel from the Legislative Affairs Office of the Fujian Provincial Government, the work of commodity barcodes in Fujian began in 1990. After 20 years of development, by the end of 2012, there were nearly 7,000 system members and more than 500,000 types of products identified by commodity barcodes. However, in the promotion and application of commodity barcodes, there are still problems such as irregular commodity barcode encoding, poor printing quality, failure to fully popularize, and incomplete functions. The promulgation of the measures will standardize the information management of commodity circulation in Fujian and speed up the commodity circulation.
