[Chinese and foreign toy network May 11, 2017] Recently, the EU has taken measures to include Deca-BDE as a new item in REACH Appendix 17 of the Regulations. The new regulations will be implemented in phases from March 2, 2019. In May 2016, we[1] reported that the World Trade Organization (WTO) issued a notice announcing that the European Union proposed to include Deca-BDE (Deca-BDE, also known as bis(pentabromophenyl) ether). On February 10, 2017, the European Union issued Regulation (EU) 2017/227[2], prohibiting and/or restricting Deca-BDE as a substance or substance component in mixtures and articles. This new regulation is included in Annex 17 of the REACH Regulation as a new entry. After taking effect on March 2, 2019, this entry will ban Deca-BDE as a substance in articles and limit the content of Deca-BDE in articles to less than 0.1%. The new regulation contains multiple exemptions, including but not limited to: -items placed on the market before March 2, 2019-electrical and electronic equipment belonging to the Hazardous Substance Restriction Regulation II (Directive 2011/65/EU [3])-2019 Parts of motor vehicles (Directive 2007/46/EC [4])) or mechanical equipment (Directive 2006/42/EC [5]) manufactured before March 2, 2027-aircraft or aircraft manufactured before March 2, 2027 As a flame retardant, Deca-BDE is widely used in plastics and textiles, as well as adhesives, coatings, inks and sealants.
